CalWORKs (California Work Opportunity and Responsibility to Kids)
CalWORKs, the most common Cash Aid Program, provides temporary financial assistance and employment related services to families with minor children. Homeless Assistance is included in this program.
Needy families may apply for assistance online, via telephone, or by coming in to our office. A face-to-face interview with an Eligibility Worker will then be required.

RCA (Refugee Cash Assistance)
RCA is cash aid program for single adults and families in immigrant groups that aren't eligible for other cash aid programs. This includes refugees. This also includes people who are seeking or have been granted asylum. RCA also helps with employment and other social services to help recipients in becoming self-sufficient.
The cash aid application for RCA is the same as the CalWORKs application. Individuals applying for RCA who have minor children must first apply for CalWORKs. Individuals who do not have minor children or who have minor children but do not qualify for CalWORKs may still qualify for RCA.

TCVAP (Trafficking and Crime Victims Assistance Program)
TCVAP is for victims of human trafficking who haven't been certified by the Office of Trafficking in Persons (OTIP) yet. It's also for victims of domestic violence and other serious crimes.
The cash aid application for TCVAP is the same as the CalWORKs application. Individuals applying for RCA who have minor children must first apply for CalWORKs. Individuals who do not have minor children or who have minor children but do not qualify for CalWORKs may still qualify for TCVAP.
CAPI (Cash Assistance Program for Immigrants)
CAPI is a 100 percent state-funded program designed to provide monthly cash benefits to aged, blind, or disabled non-citizens who are ineligible for SSI/SSP solely due to their immigration status. The Welfare Reform Act of 1996 (P.L. 104-193) eliminated Supplemental Security Income/State Supplementary Payment (SSI/SSP) eligibility for most non-citizens. As a result, most immigrants who were not receiving SSI/SSP in August 1996 are no longer eligible for SSI/SSP.

The CalFresh program (previously Food Stamps) is a nutritional assistance program designed to help single people and families with little or no income to buy food.
The Medi-Cal program pays for health care for certain needy residents of California, including public assistance recipients.
Children’s Services Bureau receives reports 24-hours per day, 7 days per week, of suspected child abuse, neglect and exploitation. If intervention is required, the Bureau conducts an assessment of the family. If the child is in danger of continued abuse and neglect, including physical, emotional/mental, neglect, abandonment and sexual abuse, either in-house family maintenance services or juvenile court intervention are provided. Such intervention attempts are made to remedy the situation without compromising the safety and well-being of the child.

Welfare to Work is an Employment Program designed to help adults receiving CalWORKs cash aid prepare for work and find a job.
The Home Energy Assistance Program (HEAP) can offer income-eligible residents of San Joaquin County a credit to their utility bill. Residents may also qualify for the Weatherization Program, which provides free long term energy-saving home improvements.
The In-Home Supportive Services (IHSS) program will help pay for services provided to you so that you can remain safely in your own home..
The County General Assistance (GA) program provides loan assistance to indigent individuals and families in temporary need of housing and/or food. General Assistant is totally funded and administered by the County of San Joaquin.
